2023年蘇格蘭民族黨主席選舉於2023年2月至3月間舉行，目的是選出新任蘇格蘭民族黨主席，以接替即將退休的妮古拉·斯特金。本次選舉共3名候選人，於2月24日確定為凱特·福布斯、阿什·里根和洪姆扎·尤薩夫。選舉於3月27日結束，由尤薩夫取得勝利，其在第一輪和第二輪選舉中的得票率分別為 48.2%和52.1%，其中由於候選人里根中途退出，第二輪的得票率乃重新分配的結果。3月28日，尤薩夫當選蘇格蘭首席部長[1]。

此次選舉是蘇格蘭民族黨將近20年來第一次存在競爭的黨魁選舉，此前上一任主席妮古拉·斯特金在2014年的選舉中是全票當選。選舉期間，蘇格蘭議會媒體主管穆雷·富特和行政長官彼得·馬雷爾（英語：Peter Murrell）（同時是妮古拉·斯特金的丈夫）由於被指虛報黨員人數，先後於3月17日及18日辭職[2]。

背景[編輯]

2004年，曾在1990年至2000年間擔任民族黨主席的亞歷克斯·薩爾蒙德再度當選。2007年，民族黨在議會選舉（英語：2007 Scottish Parliament election）中贏得多數選票和席位，薩爾蒙德成為新一任蘇格蘭首席部長。在2011年的議會選舉（英語：2011 Scottish Parliament election）中，民族黨再次贏得多數席位，首次取得議會控制權，薩爾蒙德宣布將推動一次蘇格蘭獨立公投[3]。公投最終於2014年舉行，但55.3%的選民表示反對蘇格蘭獨立，薩爾蒙德隨即辭去民族黨主席和首席部長職務部長[4][5]，民族黨因此再次舉行主席選舉，時任副主席及副首席部長妮古拉·斯特金全票當選[6]。

斯特金帶領民族黨參加了2016年的議會選舉，同時組建了一個少數黨政府。2021年，斯特金再次帶領民族黨參加議會選舉，並最終與綠黨達成了一份分權協議（英語：Bute House Agreement）。在斯特金的領導下，民族黨分別在2015年、2017年、2019年的大選中三度贏得多數席位，其中2015年更贏得除3個席位以外的所有席位。斯特金向英國提出舉行第二次獨立公投（英語：Proposed second Scottish independence referendum），但英國最高法院於2022年宣布他們必須先取得威斯敏斯特方面的同意[7][8][9][10]。2022年5月25日，斯特金超過薩爾蒙德，成為在任時間最長的首席部長[11]。

2023年2月15日，斯特金宣布計劃從民族黨主席和首席部長任上退休，而在此之前會等待選出繼任者[12][13][14]，且會在下屆議會選舉（預計在2026年舉行）之前繼續在議會工作[15]。斯特金並表示她選擇辭職與「短期壓力」無關，而是經過長期考慮後作出的決定[16]。3月2日，副首席部長約翰·斯文尼（英語：John Swinney）也宣布將在16年後離開政府[17]。雖然有呼聲要求斯特金的丈夫、時任議會行政長官彼得·馬雷爾也一併辭職，但馬雷爾仍然繼續留任[18][19][20]，不過後來在3月18日也宣布辭職[2]。

斯特金表示她在作出辭職決定時的一個考慮因素是民族黨內部即將在2023年3月19日舉辦的一次特殊會議，這次會議主要討論該黨在尋求獨立方面的策略。她還表示希望將下次大選或議會選舉看作一次事實上的獨立公投[21]。該計劃在民族黨內部引發爭議[22]，相當數量的黨員對此提出反對[23]，該黨下議院領袖斯蒂芬·弗林（英語：Stephen Flynn (Scottish politician)）等人更提出推遲特殊會議以及讓斯蒂芬下台[24][25]，他們的提議最終被民族黨全國執行委員會部分採納，後者於2023年2月16日決定將特殊會議推遲[26]。

斯特金辭職前幾年，民族黨的黨紀聲譽曾經嚴重受損。2017年，蘇格蘭政府接到針對前任民族黨主席亞歷克斯·薩爾蒙德的性騷擾指控（英語：Alex Salmond scandal），經過三年的法律鬥爭後，薩爾蒙德於2020年被判無罪。這一判決結果引發各界懷疑，蘇格蘭議會為此特地組建了一個委員會（英語：Committee on the Scottish Government Handling of Harassment Complaints）來調查政府對該案的處理。2021年，薩爾蒙德自行組建了一個阿爾巴黨，但未能取得任何議席。

斯特金辭職的時間與議會公布調查結果相差兩年，當時議會通過的《蘇格蘭性別認同改革法案（英語：Gender Recognition Reform (Scotland) Bill）》持續面臨爭議，民族黨本身也正在接受舞弊調查[27][28]。另外，斯特金辭職兩個月前，民族黨在威斯敏斯特地區的領導層發生了一次變動（英語：2022 SNP Westminster leadership election），被視為斯特金政治盟友的伊恩·布萊克福德和艾莉森·休里斯（英語：Alison Thewliss）先後下台，其中布萊克福德否認是受到其他議員強迫[29][30]。

斯特金辭職後，綠黨稱將會重新考慮是否繼續履行分權協議[31]。

議題[編輯]

本次選舉的議題主要集中在經濟、蘇格蘭獨立及性別認同法案改革等三個方面[32]。

經濟[編輯]

選舉前，民族黨及其盟友綠黨領導下的蘇格蘭政府所推行的禁止鑽探新的石油及天然氣資源、飲料瓶回收計劃（英語：Container-deposit legislation）、限制酒精類廣告等措施被部分批評人士認為阻礙了蘇格蘭的發展。同時左派黨派批評政府在經濟管理方面奉行新自由主義、拋售綠色能源及支持設立自由港[32]。

三名候選人中，凱特·福布斯被認為對商業領域最為友好。外界推測福布斯或阿什·里根中任何一人當選都會對民族黨與綠黨之間的分權協議構成威脅。三名候選人均表示不看好飲料瓶回收計劃[32]。

蘇格蘭獨立[編輯]

尋求蘇格蘭獨立是民族黨的中心目標，因此這一議題也一直視作這次選舉的主要議題。

三名候選人中，阿什·里根提出的方法最為激進[33]，她表示她會把未來所有包括蘇格蘭和整個英國在內的議會選舉視為事實上的獨立公投，主張只要超過50%的選民支持獨立，便無需再舉行公投，而是直接開啟與英國政府的談判程序。凱特·福布斯和洪姆扎·尤薩夫也將獨立當作博取支持的重要籌碼，其中福布斯承諾會在當選後三個月內推動公投，但未有說明具體策略[32]。同時三人均表示在下次英國大選舉行之後的議會懸峙階段，將對支持工黨持開放態度，以此來換取執行獨立公投的權利。但工黨領袖凱爾·斯塔摩回應稱在任何情況下都不會同意這樣的協議[32]。

性別認同法案改革[編輯]

作為分權協議的一部分，斯特金曾致力於優先推動性別認同法案改革，但相關努力後來受到2019冠狀病毒病疫情掣肘[34]。2022年12月，蘇格蘭議會通過了《蘇格蘭性別認同改革法案》，旨在讓跨性別群體更改法律登記性別的過程更為容易。在民族黨內部，有54人對該法案投下支持票，但亦有包括阿什·里根在內的9名成員反對。凱特·福布斯當時則因為產假而未參與投票，被外界視為傾向反對，但後來福布斯選擇繼續留任議會並明確表示支持，與辭職抗議的阿什·里根形成對比[35][36][37]。洪姆扎·尤薩夫也對該法案表示支持[38]。

法案在荷里路德宮三讀通過後，英國政府首次[39]動用1998年蘇格蘭法案第35條阻止法案呈送王室批准[40]，蘇格蘭需要在4月中旬之前對第35條進行司法審查[41]。

因為綠黨強烈支持這次法案改革，故媒體認為民族黨內部對該法案的爭論可能會給兩黨之間的分權協議帶來威脅[27][42]。來自綠黨的兩名政府部長表示如果該法案被撤銷或是大幅修改，他們將以辭職的方式抗議[43]。又由於民族黨在蘇格蘭議會中並非多數，因此如果綠黨離開政府，民族黨將很難執行議會事務，並可能被迫陷入臨時選舉[42]。

斯特金宣布辭職後，里根及民族黨議會成員喬安娜·切麗（英語：Joanna Cherry）再次對改革法案提出反對，並提出應該允許最近才離開民族黨的前成員重新加入並參與黨魁選舉的投票[44] 。蘇格蘭副首席部長約翰·斯文尼回應稱該提議「非常荒謬」，因為規則早已確定只有當下的黨員才可以參與投票[45]。

與此同時，民主黨內部的LGBT人士表示他們對這次選舉的開展方式以及選舉中對LGBT群體的用詞大感失望[46]。

過程[編輯]

提名階段[編輯]

最初，前民族黨下議院領導人及副主席安格斯·羅伯森被視為斯特金最可能的繼任者[47]，但其本人在2月20日表示家中孩子尚小，目前不會考慮參選[48]。另一名曾一度被視為潛在繼任者的副首席部長約翰·斯文尼也在2月16日宣布沒有參選意願[49]。2月17日，有報道指該黨成員祁布朗和邁里·麥卡蘭（英語：Màiri McAllan）將會加入競爭[50]。布朗於19日對此予以否認，並表示自己若想為該黨提供更好的服務，留居副職會是更好的選擇[51]。同日，麥卡蘭也表示不打算參選[52]。

2月20日，凱特·福布斯正式宣布參選[53]，外界推測加上兩天前宣布參選的洪姆扎·尤薩夫和阿什·里根，最終的候選人將只有他們三人。尤薩夫被認為是當選後工作銜接最為順利的候選人，因為只有他支持斯特金的性別認同改革法案；不過另一方面，他並不支持斯特金「將下次大選視為事實上的獨立公投」的計劃。里根雖然反對性別認同法案，但大體支持斯特金關於獨立公投的主張，並且所提出的想法更為激進。福布斯雖然由於產假原因沒有出席上述兩項議題的辯論，但後來也表示反對性別認同法案[54]。尤薩夫和福布斯對獨立的看法大致相同，他們認為應該推動更多蘇格蘭內部人民支持獨立，而不是寄希望於公投[55]。候選人確定後，相關推測人士認為福布斯最有可能勝出，尤薩夫居中，里根最可能落敗[56][57]。2月21日，福布斯表示她其實本該在同性婚姻合法化的投票中投反對，引發爭議，一些她的支持者紛紛開始轉向，但她本人表示這對她的選舉並未造成太大影響[58]。

社會保障大臣本·麥克菲爾遜（英語：Ben Macpherson (politician)）於2月22日表示有人鼓勵他參與這次選舉，但已被他婉拒[59][60]。2月23日，選舉進入首席部長提問階段（英語：First Minister's Questions (Scottish Parliament)），保守黨和工黨在會上對尤薩夫在公共衛生服務方面的管理提出批評[61]。

凱特·福布斯[編輯]

斯特金宣布辭職時，福布斯的職位是金融秘書，且當時由於產假原因不在現場。她於2月20日宣布競選黨主席，在宣布之初被認為是最有望獲選者[62]。與其他候選人相比，福布斯的立場被認為較為偏向中間主義，而在整個民族黨內部則較為偏右派[63][64][65]，但福布斯本人表示如果當選，不會使民族黨向右派轉變[66]。

年齡方面，福布斯參選時32歲，在所有候選人中最為年輕[67]。

在獨立問題上，福布斯認為斯特金的提議重點在於向英國政府施壓，而不是公投本身[68]，她本人更希望通過推動經濟增長來實現獨立[69]。

另外，福布斯蘇格蘭自由教會（英語：Free Church of Scotland (since 1900)）成員的身份引起其他民族黨黨員擔憂，因為該教會奉行加爾文主義，對於墮胎及LGBT團體持保守立場[70]，並且反對同性婚姻和LGBT迴轉治療[71]。福布斯回應指她「在某些事情上只跟隨自己的信仰做決定，而不是完全聽憑某個教會的驅使」[62]，她表示對她宗教觀點的批評「非常狹隘」，屬於想要攻擊她的人的欲加之罪，反而更加突出了她的能力、視野和經驗[72]。

但福布斯本人的一些言論確實被認為對同性婚姻較為保守。2018年，福布斯在教會的一次早餐會上表示社會的進步應該用「未出生人群」的待遇來衡量，被認為是在暗指墮胎法案[73]。在正式參加黨主席選舉後，福布斯表示她如果在同性婚姻合法化投票當時是黨主席，就不會投下支持票，不過如今木已成舟，她仍會選擇認同相關法律[72][74]。此番言論導致福布斯部分支持者倒戈，包括商貿部部長理查德凱特·洛克海德（英語：Richard Lochhead）、兒童及青年部部長克萊爾·豪伊（英語：Clare Haughey）、蘇格蘭議會成員湯姆·亞瑟（英語：Tom Arthur (Scottish politician)）以及後座議員吉麗安·馬丁（英語：Gillian Martin）、德魯·亨德利[75][58][76]。福布斯後來回應稱她只是想「用直接的答案回答直接的問題」，但同時亦表示對她的言論給部分人帶來的傷害感到抱歉[58][77]。對於LGBT迴轉治療，福布斯認為法律也應該保障宗教人群的言論自由[78]。

2月20日，福布斯表示她如果知道斯特金的性別認同法案是如今這種形式，她將不會對其作出支持，且如果不是因為產假，當時就會退出內閣以示抗議[79]。她還表示不支持直接挑戰英國為阻止該法案所使用的第35條法令，而是應該通過與英國政府協商來對法案作出修改[80]。

福布斯還認為自我性別認同（英語：Gender self-identification）不應該獲得廣泛認可[72][81]。當被問及跨性別女性是否是女性時，她回答說「跨性別女性只是自認為是女性，在生理上仍是男性」[82]。此番言論引起民族黨LGBT+人士召集人之一埃里克·盧科斯不滿，後者向民族黨高層表示這樣的話語符合該黨對跨性別恐懼的定義[83]。另外，福布斯認為跨性別強姦犯艾拉·布萊森（英語：Isla Bryson case）應該被看作一名男性[84]。

福布斯的一些觀點也引發部分綠黨成員擔憂，他們認為福布斯上任後可能會威脅兩黨之間的分權協議[42]，福布斯則回應稱不會終止相關合作，但同時也不會為了迎合綠黨而改變自己的經濟計劃[85]。

在選舉開始的前兩天因為媒體上的言論引發爭議後，福布斯於2月22日請假，隨後在第二天發表聲明稱她已細心聽取各方意見，承諾今後會更加注意少數人群的合法權益[86][87]。

在住房問題上，福布斯表示她會新成立一個政府組織在蘇格蘭各地建造房屋，並會允許各級政府對無人居住的二手房徵收更高的地方稅（英語：Council Tax in Scotland）[88]。她並承諾會在任內將A9和A96車道改建成複式車道，以使高地民眾的出行更為順暢[89]。

另一個反對福布斯的黨內人士為該黨在威斯敏斯特地區的副主席瑪麗·布萊克，她認為如果福布斯當選，民族黨可能會分裂成多個派系[90]。

阿什·里根[編輯]

里根在2月18日宣布參選，並在24日於北昆斯費里（英語：North Queensferry）正式開始籌備[91][92]。

里根是性別認同法案的激烈反對者，她表示自己如果當選，將會把該法案廢除，並會尋求設立新法案，將跨性別囚犯關到其所認同的性別的對應監獄[91]。同時里根支持同性婚姻[93]。

在獨立問題方面，她表示只要支持蘇格蘭獨立的政黨在下次任一議會選舉中獲得超過一半的選票，她將直接開始與英國政府進行談判[94]。她還表示她會與支持蘇格蘭獨立的政黨組建一個制憲議會[95]，認為民族黨長期以來「脫離統一陣營」，希望對此做出改變，讓支持獨立的政黨在決定蘇格蘭命運中發揮更大作用[96]。

里根被認為與薩爾蒙德的阿爾巴黨較為親近，因為她的競選由一名曾在去年與民族黨競爭的阿爾巴黨成員負責[97]，而唯一支持她的民族黨議員喬安娜·切麗也與薩爾蒙德關係較近。里根後來否認了這一說法，表示自己沒有興趣加入阿爾巴黨，未來也不會考慮加入[98]；不過後來在輸掉選舉後，里根還是轉到了阿爾巴黨，成為首位直接轉換黨派的議會成員[99] 。

里根還提出想放緩二氧化碳淨零排放的腳步，通過逐步禁止從大西洋北海開採石油和天然氣的方式來實現這一目標[100]。與福布斯相同，里根也承諾當選後會儘快將A9公路和A96公路改建成複式車道[101]。另外她還稱不會頒布任何會「給商業領域帶來障礙」和「干預家庭生活」的[91]，同時又表示會擱置「國民醫療服務（英語：National Care Service）」計劃，轉而尋求更多來自利益相關者的輸入[102]。基於里根的種種提議，她被認為是會在當選後對斯特金的政策改動最大的一名候選人[103]。她還認為作為斯特金的丈夫，彼得·馬雷爾的立場會涉及利益衝突[104][105]。

3月中旬，里根表示她不像其他兩名候選人一樣家中有年紀太小的孩子，當選後可以把更多精力放在工作上[106]。

洪姆扎·尤薩夫[編輯]

尤薩夫於2月18日宣布參與競選。他提出在推動公投或在性別認同法案方面挑戰英國政府之前，他會優先給蘇格蘭獨立本身提供更多支持[107]，其後又稱會先向法律人士尋求關於性別認同法案的意見，如果對方推測無望勝訴，那麼他將放棄與英國政府發起法律戰[108]。對於強姦犯艾拉·布萊森，尤薩夫認為其是謊稱自己是變性人，以圖被關進生活相對較好的女性監獄[109]。

尤薩夫表示在尋求公投方面會聽取其他黨員的意見，但他本人會更傾向於在政策方面提供支持，認為「如果獨立的意願植入到蘇格蘭人民之中，所有政治障礙都將隨之消除」[110]。他認為將大選視為事實上公投的提議存在諸多問題，例如16歲及17歲的人根本無法投票[54][69]。尤薩夫還承諾當選後會在獨立支持者和社會之間建立更多聯繫，並會設立一套「反駁服務」，為支持獨立的觀點提供辯護[111]。關於與綠黨的合作，尤薩夫則表示強烈支持繼續執行兩黨之間的協議[112]。

尤薩夫在2月20日於克萊德班克舉行的的一次競選活動中將自己描述為斯特金的合適接替者，能有效保證工作銜接的順利性。外界也普遍將他視為與斯特金和黨內機構最為一致的候選人[64]。但尤薩夫在公共衛生服務方面的政策曾經招致批評，在他的政策之下，尋求衛生服務的等待時間曾一度打破紀錄，多名醫生也紛紛發出安全警告[113]。尤薩夫則回應指就算換成其他人，這些問題也始終會存在，並強調自己與工會的有效談判避免了罷工的行動的出現[114]。他並表示在當選首席部長後，會用自己的方法與衛生領域的各個部門談判，確保每個行業都不會出現罷工[115]。對於公眾對他在擔任公共衛生內閣大臣時提出的將公共衛生服務工作從地方政府（英語：Local government in Scotland）轉移到一個統一性組織的提議的批評，尤薩夫表示會考慮作出讓步[116]。

尤薩夫在一次採訪中曾表示如果他當選，會考慮將福布斯納入內閣[110][117]。但另一方面，尤薩夫希望能延續斯特金的進步主義政策，表示如果福布斯當選後轉向保守，將會拒絕加入她的內閣[118]。

在同性婚姻方面，蘇格蘭議會曾在2014年頒布過一項有關此議題的《婚姻及民事伴侶關係法案（英語：Marriage and Civil Partnership (Scotland) Act 2014）》，尤薩夫在早期的投票階段曾經為該法案投下支持，且一直在口頭上表示接受[119]，但是他後來缺席最終投票，給出的理由是一名蘇格蘭人因褻瀆伊斯蘭教而被巴基斯坦政府判處死刑，他需要與其他官員共同參與交涉[120]。提出法案的亞歷克斯·內爾（英語：Alex Neil (politician)）認為尤薩夫是受到了來自格拉斯哥教會方面的壓力，在薩爾蒙德的授意下刻意避開投票[119][121]，尤薩夫回應稱他已經就同性婚姻問題諮詢過他所參與的群體（特別是穆斯林群體），得到的答覆各有不同[122]，但不記得與薩爾蒙德有過任何關於那個投票的對話[123]。他並表示自己雖然是穆斯林，但他的信仰不會影響他立法方面的立場[118]。隨後薩爾蒙德也認為尤薩夫缺席投票的原因是受到宗教壓力，對此民族黨黨員瑪麗·布萊克表示，薩爾蒙德是因為支持尤薩夫的對手才作出此類指控[124]。

民生方面，尤薩夫將自己描述為一名社會主義者，表示他上任後的第一場會議會邀請反貧困團體，並會考慮引入財富稅、額外利潤稅以及將部分可再生能源公有化[117]。他還表示計劃加快為一到二歲兒童提供免費教育、在各地提供每周22小時的免費兒童保育服務，以此減輕在職父母的負擔[125]。

競選期間，議會成員艾瑪·哈珀（英語：Emma Harper）使用民族黨郵件系統向大量黨員發送郵件支持尤薩夫當選，引發廣泛爭議。同時哈珀的做法亦違反了民族黨黨的相關規定，需向所有候選人道歉[126]。支持里根的議會成員喬安娜·切麗批評稱這是民族黨的「政黨機器」支持尤薩夫的一個例證，並指民族黨高層一直希望是尤薩夫當選[127]。尤薩夫對此作出反擊，表示自己與其他候選人相比不存在任何額外優勢，能夠獲得支持完全是憑藉能力。另一名候選人福布斯也認為選舉大致透明[128]。

競選演講[編輯]

民族黨起初打算只向黨內成員提供競選演講視頻[129][130]，但此計劃因批評聲浪過大而很快被推翻[131]。

第一場電視辯論於3月7日舉行。辯論中，福布斯表示她會在下次英國大選舉行後的三個月內尋求法律手段來實現蘇格蘭獨立[132]。在第一場辯論中，福布斯炮轟尤薩夫在所有職務上的工作都非常失敗[133]，並認為當下的蘇格蘭政府非常「平庸」[134]。福布斯的話語隨即受到蘇格蘭保守黨領袖道格拉斯·羅斯調侃，稱如果別人也追溯一下福布斯的工作記錄，她自己也會被氣得「耳朵發熱」，福布斯則反擊稱羅斯「甚至連平庸都算不上」[135]。當周稍後，羅斯在首席部長問答環節對福布斯在辯論中的話語作了引用，不過保守黨在此之後才致信向福布斯說明[136]。

在格倫羅西斯辯論時，福布斯提出設立一項用於投資可回收能源的主權財富基金，尤薩夫則提出讓政府在未來所可再生能源計劃中擁有10%的股權[137]，

3月12日，一項瑟韋申（英語：Survation）民調結果顯示本次參加民族黨主席選舉的選民人數達到近五年來最低，同時蘇格蘭獨立的支持率也降至2018年秋以來最低。民調學者約翰·柯蒂斯認為這種情況的原因是福布斯和尤薩夫之間充滿火藥味的辯論讓選民失去了興趣[138]。

3月21日，尤薩夫和福布斯再次舉行辯論。尤薩夫支持兒童儘早接受性別認同教育，並認為某些情況下不必告知家長，原因是曾有一名穆斯林年輕人告訴他如果他的父母知道他是個跨性別者，或許他的生活就不會如此順利。福布斯則認為父母任何情況下都應該知情，且反對「性別指定」這一提法[108]。

黨員人數爭議[編輯]

所有三名候選人都曾要求過民族黨官方公布有權投票的黨員人數，但一律遭到拒絕[139]。早前有媒體報道民族黨人數已經減少了大約30,000人。民族黨媒體主管穆雷·富特表示這些報道不實。後來民族黨對黨員人數進行核實，富特起初堅稱自己始終言行如一。隨着呼聲越來越大，全國執行委員會最終在3月16日同意公開人數，結果顯示截至2月15日，合格的黨員人確實從2021年的104,000人降到了72,186人[140]，富特也因此被迫辭職[141]。其後民族黨給斯特金的丈夫、行政長官彼得·馬雷爾下達最後通牒，表示他也要為這件事情負責，最終馬雷爾於3月18日也引咎辭職[142]。

選舉程序[編輯]

民族黨的章程規定候選人必須獲得來自至少20個支部的至少100名黨員的提名才能參選[15]，同時截至2023年2月15日仍然擁有該黨身份的成員都具有投票資格[143]。選舉採取一人一票制，且選票可以轉讓（即可轉移單票制）[144]。

民族黨全國執行委員會於2023年2月16日發布選舉時間表，同日開啟候選人提名，至2月24日結束[145]。投票階段於3月13日開始，至3月27日結束，結束當天由該黨全國秘書洛娜·芬恩公布結果[143][146]。候選人最多只能在選舉上花費5000英鎊，同時最多只能從單一個體接受50英鎊的捐贈，且不得接受無投票資格者的捐贈[147]。民族黨官方允許候選人參加電視直播辯論，所有三名候選人也都表示樂意參加[148]。

部分人士認為此次選舉的時間安排存在問題。《泰晤士報》專欄作家亞歷克斯·馬西（英語：Alex Massie (journalist)）認為過短的時間安排可能會給資歷較老的候選人創造優勢[45]。福布斯的支持者則認為由於她在參選前剛剛休完產假，這樣的安排對她不利[149]。

投票人員構成方面，民族黨共有72,186 名黨員[140]，最近的一次調研（2019年）顯示該黨男性占比58%。與民族黨的支持者和全體選民相比，民族黨黨員更為傾向自由主義，同時立場較為偏左[150]。

在本次選舉中，洪姆扎·尤薩夫在第二輪中以52%的得票率勝出，凱特·福布斯居次。由於阿什·里根在第一輪被淘汰，故將其列為第二候選人的選票在第二輪被平均分配給尤薩夫和福布斯[201][202]。

此次選舉一共派發了50,494張選票，與民族黨總人數72,169人相比，參選率69.97%。在所有選票中，共有48,645張電子票和1,849張實體票，實體票中有3張被拒收[201][202]

後續[編輯]

尤薩夫的內閣成員，其中沒有任何福布斯的支持者

本次選舉被BBC等一些媒體視為民族黨內部已出現嚴重分裂的一個見證[203][201]。BBC將尤薩夫的勝利描述為「微弱優勢當選」（razor-thin）[204]。尤薩夫在勝選後的演講中也強調了民族黨需要團結的問題[205] 。

選舉結束當天，綠黨方面表示支持尤薩夫成為新一任首席部長[206][207]。3月28日，即選舉結束的第二天，尤薩夫正式當選首席部長，成為自該職位於1999年設立以來，第一位當選的有色人種和穆斯林[208][209]。

尤薩夫在當選後曾邀請福布斯進入內閣，並願意將農村事務交給後者管理，但遭到後者拒絕。福布斯更於議會宣布尤薩夫將就任新一任首席部長的幾小時後宣布離開政府，但她後來亦在Twitter上表示相信尤薩夫能夠勝任[210]。

尤薩夫在任命政府官員時，沒有指定任何之前支持福布斯的人士[211]。

2023年10月，選舉候選人之一里根加入阿爾巴黨，她表示離開民族黨的原因是她對民族黨領導層已經不抱希望以及感覺到民族黨對獨立的追求已經減弱[212]。
